AN ANALYSIS OF POLLUTING SPILLS IN AND AROUND U.S. WATERS

Federal law requires notification of discharge of oil or hazardous substances into U.S. navigable waters. The Coast Guard has been designated as the appropriate agency to receive this notification. This paper includes an analysis of spills in and around U.S. waters. These include spills of oil or hazardous substances reported to the Coast Guard in accordance with the law as well as other reports available to the Coast Guard. The analysis determines the frequency and quantity of spillage from the various types of sources. It also relates specific cause to frequency and quantity of spillage as well as to type of source. The purpose of the analysis is to reveal areas where preventive efforts should be applied.
