REAR LIGHTING SYSTEM CHANGEOVER STUDY. CHANGEOVER COMPUTER MODEL DEVELOPMENT
THIS EFFORT WAS DEVOTED TO PROGRAMMING THE EVALUATION METHODOLOGY DURING PHASE I-A FOR USE BY THE NATIONAL HIGHWAY SAFETY BUREAU IN PREDICTING THE IMPACTS OF REAR LIGHTING CHANGEOVER. THE APPROACH TAKEN IN IMPLEMENTING THE CHANGEOVER MODEL COMPUTER PROGRAM WAS TO DEVELOP COST, BENEFIT, COMPLIANCE AND CONSTRAINTS SUBMODELS. THESE SUB- MODELS ARE THEN INTEGRATED BY AN EXECUTIVE MODEL. THE EXECUTIVE MODEL FLOW CLOSELY FOLLOWS THE CHANGEOVER EVALUATION METHODOLOGY. THE FIRST STEP IN PROGRAM UTILIZATION IS TO PROVIDE INPUT SOURCE DATA IN THE FORM OF CONSTANTS AND MANDATE AND SYSTEM CONFIGURATION INPUT VARIABLES. THE COMPUTER THEN SEQUENCES ONCE THROUGH EACH OF FOUR SUBMODELS TO ASSESS THE CONFIGURATION RELATED IMPACTS. THE REPORT IS DIVIDED INTO THREE PARTS, THE FIRST OF WHICH DESCRIBES EACH OF THE CHANGEOVER PROGRAM SUBMODELS INCLUDING THE RATIONALE FOR SELECTION AND CALIBRATION PROCEDURES. THE SECOND PART IS DEVOTED TO EXERCISING THE MODEL BOTH FOR SENSITIVITY ANALYSIS AND COMPARISON OF TYPICAL CONFIGURATIONS. IN ADDITION, SIDE MARKER LIGHTS ARE DISCUSSED IN DETAIL AND USED AS A "CONFIGURATION" TO CALIBRATE THE RETROFIT COST MODEL. PART III CONTAINS THE FOLLOWING APPENDICES: (1) DATA AND ALGORITHMS--BACKGROUND DATA AND STATISTICAL ANALYSIS; (2) SIDE MARKER LIGHT INSTALLATION NOTES--DATA ON ACTUAL RETROFITS; (3) RETROFIT COST DATA--COSTS AND ALGORITHMS USED IN RETROFIT COST MODEL; (4) NEW CAR COST DATA--PARTS COSTS, MARKUP FACTORS AND TOOLING COST DATA; (5) ACCIDENT REDUCTION BENEFITS-- DERIVATION OF MATHEMATICAL BENEFITS MODEL; (6) ACCIDENT LOSS CALCULATION--ACCIDENT SITUATION DYNAMICS; AND (7) DRIVER REACTION CALCULATION--CALCULATIONS RELATING REAR LIGHT DISPLAY INFORMATION TO DRIVER CONTROL ACTIONS.
