A MODELING APPROACH TO MOTOR VEHICLE INSPECTION
PERIODIC MOTOR VEHICLE INSPECTION IS CONSIDERED AS A DESIGN PROBLEM BY ASKING THE QUESTION: "WHAT SORT OF INSPECTION PROCEDURE MUST WE HAVE IN ORDER TO LIMIT THE PERCENTAGE OF UNACCEPTABLE VEHICLES ON THE ROAD?". FOLLOWING THIS CONCEPT, A MODEL IS DEVELOPED RELATING VEHICLE INSPECTION (AND THE ECONOMIC FACTORS INVOLVED IN THE INSPECTION PROCEDURE) TO THE OCCURRENCE OF HIGHWAY ACCIDENTS. IT IS POSTULATED THAT THE PROBLEM OF EVALUATING VEHICLE INSPECTION AS AN ACCIDENT COUNTERMEASURE CAN BEST BE SOLVED BY CONSIDERING THE PARTS OF THE SYSTEM INDIVIDUALLY AND COMBINING THEM BY ANALYSIS.
