PLANNING REPORT
A RESEARCH PROGRAM WAS CONDUCTED TO' /1/ STATE THE IMPORTANCE OF RESEARCH ON OPERATOR BEHAVIOR, /2/ DEFINE THE BROAD SCOPE OF THIS HUMAN FACTORS PROGRAM ON OPERATOR BEHAVIOR, AND ITS INTER-RELATIONS WITH THE PROGRAMS THAT FOCUS ON SOCIETAL FACTORS AND PHYSICAL OR ENGINEERING FACTORS, IDENTIFY APPROACHES AND PROBLEMS IN THE HUMAN FACTORS PROGRAM THAT DESERVE SPECIAL EMPHASIS IN THE INITIAL HUMAN FACTORS SAFETY PROGRAM, AND /4/ TO SUGGEST THE SPACE, EQUIPMENT, AND STAFF REQUIREMENTS FOR THIS INITIAL HUMAN- FACTORS PROGRAM. IT IS CONCLUDED THAT THE HIGHEST PRIORITY SHOULD BE GIVEN TO THE STUDY OF OPERATOR BEHAVIOR CHARACTERISTICS. THE GREATEST EMPHASIS SHOULD BE ON THE DEVELOPMENT, VALIDATION, AND USE OF A WHOLE-TASK SIMULATOR FOR RESEARCH PURPOSES AND A VARIETY OF PART-TASK SIMULATIONS /INVOLVING AUTOMOBILES/ AND SIMULATORS FOR PROFICICY TESTING AND TRAINING PURPOSES AND FOR EXPERIMENTAL STUDIES. ON FACTORS THAT INFLUENCE OPERATOR PERFORMANCE, THE MAJOR INITIAL EMPHASIS SHOULD BE ON THE CONCEPTUAL AND THEORETICAL ANALYSIS OF THE ENVIRONMENT-OPERATOR-VEHICLE SYSTEM, AND ON THE THREE PROBLEM AREAS MOST CLOSELY ALLIED WITH AND AFFECTED BY THAT ANALYSIS' TRAINING AND EDUCATION, HUMAN FACTORS ENGINEERING OF THE VEHICLE, AND HUMAN FACTORS ENGINEERING OF THE ENVIRONMENT.
