STATISTICAL ANALYSIS OF ACCIDENT DATA AS A BASIS FOR PLANNING SELECTIVE ENFORCEMENT - PHASE II,

THREE INDEPENDENT TOPICS ARE COVERED IN THIS REPORT. THE FIRST TOPIC IS CONCERNED WITH THE DEVELOPMENT OF A MANPOWER ALLOCATION COMPUTER SIMULATOR IN WHICH CONTROL CHART TECHNIQUES ARE EMPLOYED TO DETECT CHANGES IN ACCIDENT EXPECTATION. THE MAJOR PURPOSES OF THIS SIMULATOR ARE TO PRELIMINARILY EVALUATE THE UTILITY OF CONTROL CHART TECHNIQUES IN OPERATIONAL DECISION MAKING, AND TO DEVELOP GUIDELINES FOR CHOOSING APPROPRIATE VALUES OF CONTROL CHART PARAMETERS SUBJECT TO VARIOUS IMPOSED OPERATIONAL CONSTRAINTS. THE SECOND TOPIC PRESENTS AND DISCUSSES THE USE OF THE ALPHA-BETA-K CURVES FOR THE THREE CONTROL CHART SYSTEMS DEVELOPED IN THE FIRST YEARS WORK. THE CURVES ARE ENVISIONED TO BE A HIGHLY USEFUL OPERATIONAL TOOL IN APPLICATIONS OF CONTROL CHART TECHNIQUES TO SPECIFIC OPERATIONAL PROBLEMS. THE THIRD TOPIC IS A DISCUSSION OF TWO SPECIFIC ROUTINES THAT HAVE BEEN ADDED TO THE GENERALIZED SYSTEM OF CONTROL CHART PROGRAMS TO INCREASE ITS OPERATIONAL UTILITY. /BPR/
