NEW YORK STATE DEPARTMENT OF TRANSPORTATION FACTORS AFFECTING REPLACEMENT OF EQUIPMENT FOR HIGHWAY MAINTENANCE
RECOGNIZING THAT THE DIESEL ENGINE AS A PRIME MOVER PROVIDES GREATER RELIABILITY AS WELL AS GREATER FUEL ECONOMY, PARTICULARLY WHEN THE UTILIZATION IS HIGH, THE DEPARTMENT HAS IN THE LAST SEVERAL YEARS BEGUN OBTAINING EQUIPMENT POWERED WITH DIESEL ENGINES, SPECIFICALLY GALION GRADERS. ALTHOUGH RELATIVELY FEW WERE OBTAINED, THEY FOSTER DIRECT COMPARISON BETWEEN DIESEL ENGINE AND GASOLINE ENGINE POWER TO EVALUATE BOTH OPERATING AND MAINTENANCE COSTS. IN ADDITION, THE RELIABILITY FACTORS ALSO WILL BE MEASURED. OTHER TYPES OF EQUIPMENT BEING CONSIDERED FOR PILOT PROGRAMS ARE HEAVY AND MEDIUM DUMP TRUCKS. A NEW SYSTEM OF REPLACEMENT IS BEING DEVELOPED TO PROVIDE A MEANS TO MEASURE EACH FLEET ITEM AGAINST A NORM FOR REPLACEMENT ON AN ECONOMIC BASIS, AS WELL AS TO PERMIT ABNORMAL REPAIR REQUIREMENTS TO BE CLASSIFIED AS ECONOMIC OR UNECONOMIC. /AUTHOR/
