REPORT ON THE FUTURE COST AND DEVELOPMENTS IN HIGHWAY MAINTENANCE-DECADE 1976-85

ESTIMATED MAINTENANCE COSTS BY THE YEAR 1985 ARE EXPECTED TO BE $3,643,100,000 WHICH IS 1-1/2 TIMES THE $2,365,600,000 AMOUNT FOR 1976. TOTAL ESTIMATED COSTS FOR THE 1976-1985 DECADE ARE $29,295,200,000 AN AVERAGE OF ALMOST $3 BILLION PER YEAR. GREATER COSTS WILL OCCUR IN PHYSICAL MAINTENANCE AREAS OTHER THAN TRAFFIC SERVICES, ESPECIALLY ON LOWER CLASS HIGHWAYS WHERE THERE IS LESS CONSTRUCTION FUNDS AVAILABLE TO SATISFY NEEDS. DISASTER OPERATIONS ARE LESS THAN 1/2 OF ONE PERCENT. THERE IS NO WAY TO EFFECTIVELY FORECAST DISASTERS. PERCENTAGE OF TOTAL MAINTENANCE COSTS ON URBAN PROJECTS WILL INCREASE FOR RURAL MORE THAN 13%, ALTHOUGH RURAL COSTS WILL STILL MAKE UP APPROXIMATELY 75% OF TOTAL MAINTENANCE. /AUTHOR/
