HEAVILY-TRAFFICKED ROADS - GENERAL MAINTENANCE

THE PAPER, IN DEALING WITH THE MAIN PROBLEMS ENCOUNTERED IN MAINTAINING HEAVILY-TRAFFICKED ROADS, DRAWS SPECIAL ATTENTION TO THE NEED OF ACHIEVING HIGHER STANDARDS OF MAINTENANCE, THE EFFECTS OF TRAFFIC ON MAINTENANCE OPERATIONS AND OF THE OPERATIONS THEMSELVES ON TRAFFIC FLOW, AND THE EFFECT OF THE LOCATION OF STATUTORY UNDERTAKERS' MAJOR SERVICES. THE HIGHER STANDARDS OF MAINTENANCE REQUIRED CAN ONLY BE ACHIEVED IF THE RIGHT AMOUNT OF MONEY IS ALLOCATED FOR THE PURPOSE. THE FIRST STEP WILL BE THE FORMULATION AND ACCEPTANCE OF COUNTRYWIDE STANDARDS OF MAINTENANCE. AN ADDITIONAL ROAD CLASSIFICATION SYSTEM BASED ON HIGHWAY CHARACTERISTICS RELATED TO MAINTENANCE FUNCTIONS IS REQUIRED TO ENSURE THAT GOVERNMENT FUNDS ARE ALLOCATED EQUITABLY TO HIGHWAY AUTHORITIES. THE SUFFICIENCY RATING TECHNIQUE IN OPERATION IN AMERICA TO ASSIST AUTHORITIES TO ALLOCATE PRIORITIES TO ROADWORKS IS DESCRIBED, AND THE NEED FOR MODIFICATIONS TO ENABLE IT TO DEAL WITH MAINTENANCE OPERATIONS IS DISCUSSED. SOME OF THE ACTIVITIES COMPRISING GENERAL MAINTENANCE ARE REVIEWED, VIZ: SNOW AND ICE CLEARANCE; SWEEPING AND CLEANSING; GRASS-CUTTING; GULLY EMPTYING AND MAINTENANCE OF THE DRAINAGE SYSTEM, FOOTWAYS, CURBING, SIDING AND VERGES; EMERGENCY MEASURES; AND STATUTORY UNDERTAKERS' WORK. SUGGESTIONS REGARDING CHANGES IN DESIGN, EQUIPMENT AND ORGANIZATION ARE MADE. /RRL(A)/
