DEVELOPMENT OF INSTRUMENTED TESTS FOR EVALUATING TRAFFIC ZONE PAINTS

METHODS OF EVALUATING TRAFFIC ZONE PAINTS WERE STUDIED IN AN ATTEMPT TO IMPROVE THE MANNER BY WHICH THE BEST TRAFFIC ZONE PAINT FOR USE BY THE OHIO DEPARTMENT OF HIGHWAYS IS SELECTED. TWO BASICALLY DIFFERENT APPROACHES WERE USED. THE FIRST WAS THE DEVELOPMENT OF A PORTABLE REFLECTOMETER SUITABLE FOR DETERMINING THE VISIBILITY OF FIELD SERVICE TEST LINES UNDER BOTH SIMULATED DAYLIGHT AND HEADLIGHT ILLUMINATION. THE REFLECTOMETER GAVE AN OBJECTIVE, QUANTITATIVE MEASUREMENT OF THE VISIBILITY OF TEST LINES THAT WERE APPLIED ON THE HIGHWAY. THE SECOND APPROACH ENABLED EVALUATION OF TRAFFIC PAINTS BASED ON A GROUP OF LABORATORY TESTS AND ELIMINATION OF FIELD SERVICE TESTS, WHICH ARE NOT SUFFICIENTLY QUANTITATIVE NOR RELIABLE. A GROUP OF LABORATORY TESTS WAS DEVELOPED TO EVALUATE TRAFFIC PAINTS IN RESPECT TO VISIBLE QUALITIES AND DURABILITY CHARACTERISTICS. RATINGS CALCULATED FROM THESE LABORATORY TESTS WERE BETTER THAN THE INSPECTION TEAMS VISUAL RATINGS WHEN COMPARED TO ROAD REFLECTANCE READING. LABORATORY EVALUATION IS BELIEVED TO BE SUFFICIENTLY RELIABLE TO USE AS A SCREENING DEVICE TO SELECT THE BETTER PAINTS FOR ROAD PERFORMANCE TESTS. A COMPREHENSIVE ROAD PERFORMANCE TEST IS PROPOSED WHICH SHOULD PROVIDE A REASONABLY QUANTITATIVE, RELEVANT METHOD OF RATING TRAFFIC PAINTS. WITH RELIABLE PERFORMANCE DATA AVAILABLE, BETTER LABORATORY TESTS AND EVALUATION PROCEDURES CAN BE DEVELOPED WHICH EVENTUALLY SHOULD ELIMINATE THE NEED FOR ROUTINE FIELD SERVICE TESTS.
