THE SYSTEMATIC APPROACH TO HIGHWAY SAFETY PROBLEMS SUGGESTED IN THIS PAPER INVOLVES DEVELOPMENT OF THREE MODELS; ONE TO DETERMINE THE EFFECTIVENESS OF HIGHWAY SAFETY STANDARDS, ONE TO DETERMINE THE COSTS OF THE STANDARDS, AND ONE TO UTILIZE THE COST AND EFFECTIVENESS INFORMATION AS THE BASIS FOR DEVELOPING ALTERNATIVE WAYS OF ALLOCATING THE MARGINAL SAFETY BUDGET.
