COST-EFFECTIVENESS AND HIGHWAY SAFETY

IMPLEMENTATION BY STATE AND LOCAL AGENCIES OF VARIOUS TRAFFIC AND HIGHWAY SAFETY RELATED FACILITIES AND PROGRAMS REQUIRES A FORMALIZED METHODOLOGY FOR SELECTING FROM AMONG AVAILABLE DESIGN ALTERNATIVES. A METHODOLOGY WAS DEVELOPED IN WHICH THE COSTS AND EFFECTIVENESS OF VARIOUS HIGHWAY SAFETY FACILITIES AND PROGRAMS MAY BE COMPARED SO THAT THE RELATIVE DESIRABILITY OF MUTUALLY EXCLUSIVE ALTERNATIVES MAY BE ESTABLISHED. THE DESIGN-SELECTION METHODOLOGY DEVELOPED IS SUFFICIENTLY GENERAL FOR APPLICATION TO A WIDE VARIETY OF HIGHWAY SAFETY COUNTERMEASURES, IS EXPLICIT IN ITS APPLICATION, COMPREHENSIBLE TO OPERATING PERSONNEL, AND REALIZABLE IN TERMS OF AVAILABLE DATA BASES. THE METHODOLOGY IS PRIMARILY INTENDED FOR USE BY STATE AND LOCAL AGENCIES, BUT IT MAY ALSO BE USED AT THE FEDERAL LEVEL TO PROVIDE INSIGHT INTO THE RELATIVE EFFECTIVENESS OF EQUIPMENT AND PROGRAMS AS WELL AS THOSE AREAS OF RESEARCH AND DEVELOPMENT WHICH APPEAR MOST PROMISING IN TERMS OF COST-EFFECTIVENESS. /AUTHOR/
