BENEFIT-COST ANALYSIS APPLIED TO TRAFFIC SAFETY

THE USEFULNESS IS EXAMINED OF BENEFIT-COST-ANALYSIS AS A MEANS OF MAKING MORE INFORMED DECISIONS REGARDING PUBLIC EXPENDITURE FOR TRAFFIC SAFETY PROGRAMS. NO ATTEMPT IS MADE TO DEVELOP ACTUAL QUANTITATIVE ESTIMATES OF BENEFITS AND/OR COSTS OF ALTERNATIVE TRAFFIC SAFETY PROGRAMS. BUT THE DEVELOPMENT OF AN ANALYTICAL FRAMEWORK FOR MAKING SUCH ESTIMATES, THE INDENTIFICATION AND MEASUREMENT OF THE MAJOR COMPONENTS OF BENEFITS AND COSTS, AND THE DRAWING OF CON- CLUSIONS CONCERNING THE METHODOLOGY, RESEARCH, AND DATA COLLECTION NEEDS FOR FURTHER PROGRESS IN APPLICATION TO TRAFFIC SAFETY PROBLEMS ARE ATTEMPTED.
