BEFORE-AND-AFTER STUDIES OF ROAD ACCIDENTS
IT IS IMPORTANT THAT BEFORE-AND-AFTER STUDIES SHOULD BE UNDERTAKEN WHEN ANY CHANGE IS MADE IN ROAD CONDITIONS, BOTH TO PROVIDE EVIDENCE OF THE EFFECT THE VARIOUS TYPES OF WORK HAVE ON ACCIDENTS, AND TO ESTABLISH WHETHER A ROAD IMPROVEMENT HAS BEEN PROPERLY DESIGNED. THIS PAPER DESCRIBES THE STATISTICAL ANALYSES USED IN THESE STUDIES. A TABLE IS GIVEN WHICH SHOWS THE RESULTS OBTAINED BY THE AUTHOR FROM AN EXTENSIVE STUDY. THE RESULTS OF THIS STUDY SHOW THAT WHILE PHYSICAL CHANGES IN ROAD LAYOUT MAKE REDUCTIONS -SOMETIMES VERY CONSIDERABLE ONES - IN ACCIDENTS, LEGAL MEASURES SUCH AS SPEED LIMITS HAVE LITTLE EFFECT. THE TABLE INCLUDES THE RESULT OF WHAT IS, SO FAR AS IS KNOWN, THE FIRST ANALYSIS OF THE EFFECT OF SPEED LIMITS ON FATAL ACCIDENTS, AND SHOWS SOME INDICATION THAT THEY INCREASE THEM. /AUTHOR/
