AIR POLLUTION CODES- HERE'S LATEST PICTURE
A SUMMARY IS PRESENTED OF THE REGULATIONS CURRENTLY IN EFFECT THAT ARE USED BY AIR POLLUTION CONTROL AGENCIES TO CONTROL EMISSIONS FROM ASPHALT BATCH PLANTS. SPECIFIC REGULATIONS ARE PRESENTED FOR HOT MIX ASPHALT PLANTS. THE INFORMATION WAS OBTAINED FROM QUESTIONNAIRES SENT TO EACH STATE'S AIR POLLUTION CONTROL PROGRAM OFFICIALS. REGULATIONS FOR PARTICULATE MATTER, SMOKE AND ODOR, WERE OF PARTICULAR INTEREST. THIRTY-EIGHT STATES RESPONDED TO THE QUESTIONNAIRE. NINE OF THE 38 STATES REPORTING HAVE SPECIFIC REGULATIONS FOR ASPHALT PLANTS. THESE REGULATIONS INCLUDE PARTICULATE MATTER AND SMOKE BUT DO NOT INCLUDE ODORS OR OTHER POLLUTANTS. THE REGULATIONS OF 4 STATES AND ONE LOCAL AGENCY ARE BASED ON THE AMOUNT OF POLLUTION EMITTED PER 1000 POUNDS OF FLUE GAS EMITTED FROM THE STACK. TWO OF THE STATES BASE THEIR REGULATIONS ON A PROCESS WEIGHT TABLE, AND REQUIRE A SPECIFIED COLLECTION EFFICIENCY OF CONTROL EQUIPMENT USED AT ASPHALT PLANTS. ANOTHER STATE BASES ITS REGULATION ON A CONCENTRATION STANDARD AND A BUFFER ZONE. ONE STATE USES ONLY A BUFFER ZONE TO CONTROL EMISSIONS FROM PORTABLE ASPHALT PLANTS AND USES MORE GENERAL REGULATIONS FOR STATIONARY PLANTS. THE OTHER 29 STATES AND 5 LOCAL CONTROL PROGRAMS HAVE REGULATIONS APPLICABLE TO ALL INDUSTRIAL PROCESSES AND APPLY THEM TO ASPHALT PLANTS. MOST OF THESE STATES USE PROCESS WEIGHT TABLES FOR THE CONTROL OF PARTICULATE MATTER.
