RECONSTRUCTION OF WORNOUT PAVEMENTS BY RESURFACING

THIS IS THE FIRST REPORT OF THE COMMITTEE APPOINTED TO CONDUCT RESEARCH ON THE SALVAGING OF OLD PAVEMENTS BY RESURFACING. FOLLOWING A TWO-DAY MEETING IN THE SUMMER OF 1946, A FOUR-PHASE PROCEDURE WAS OUTLINED FOR THREE TYPES OF RESURFACING: HIGH, INTERMEDIATE, AND LOW. THE FIRST PHASE OF THE RESEARCH WILL CONCERN ITSELF WITH A STUDY OF THE EXISTING PAVEMENT: IT CAN BE ASSUMED THAT MANY MILES OF PAVEMENT HAVE BEEN RESURFACED THAT SHOULD HAVE BEEN RECONSTRUCTED, AND VICE VERSA. PHASE 2 WILL DEAL WITH PREPARATION OF THE OLD PAVEMENT, BOTH FLEXIBLE AND RIGID. PHASE 3 HAS TO DO WITH THE DESIGN AND CONSTRUCTION OF RESURFACING FOR THE TWO PAVEMENT TYPES. THE LAST PHASE CONCERNS THE ECONOMICS OF RESURFACING. A TABLE BREAKS DOWN IN DETAIL THE CONSIDERATIONS PERTAINING TO EACH PHASE, AND ANOTHER DEFINES THE THREE TYPES OF RESURFACING.
