POTHOLES ARE PATCHED WITHIN 24 HOURS
THE PUBLIC WORKS DEPARTMENT OF ROCHESTER, NEW YORK, HAS PLEDGED TO PATCH "WITHIN A DAY" EVERY REPORTED POTHOLE. FLEET DRIVERS HAVE A SIMPLE "POTHOLE REPORT" FORM ON WHICH THE LOCATION OF THE FAULT IS NOTED AND SPOTTED WITH RESPECT TO STREET CORNERS ON SIMPLE DIAGRAMS. TWO KINDS OF PATCHING ARE DONE: CRISIS PATCHING AND PERMANENT PATCHING. THE WINTER PATCH PROGRAM IS REGARDED AS A TEMPORARY MEASURE. FOR SUMMER POTHOLES, THE CREWS CUT OUT AND REPLACE LIKE TYPES OF ASPHALTIC CONCRETE: BINDER FOR THE FIRST LIFT OR TWO, TOPPED WITH WEARING COURSE AND FINISHED WITH CITY SHEET. IF NEEDED, THE EDGES OF THE PATCH ARE SEALED WITH A HOT POUR CRACK FILLER. DOWNTOWN ARTERIAL STREETS RECEIVE THE FIRST PRIORITY FOLLOWED BY OTHER ARTERIALS. RESIDENTIAL STREETS ARE THIRD PRIORITY ITEMS. /PW/
