OHIO'S BRIDGE-AND-CULVERT-MAINTENANCE PROBLEM
OHIO'S BRIDGE-AND-CULVERT-MAINTENANCE PROBLEM IS PRESENTED IN LARGE PART BY THE MANY INADEQUATES STRUCTURES ON OUR MANY MILES OF LOW TRAFFIC VOLUME ROUTES. IT IS A PROBLEM BROUGHT INTO BEING BY A LACK OF THE FUNDS NEEDED FOR TIMELY CONTACT REPLACEMENTS; A SHORTAGE OF MANPOWER AND MATERIALS BEFORE, DURING AND AFTER THE RECENT WARS, RESULTING IN THE FORCED NEGLECT OF MAINTENANCE AND REPAIR; THE TRANSFER OF A CONSIDERABLE MILEAGE OF COUNTY HIGHWAYS TO THE STATE SYSTEM WITHOUT ADDITIONAL FUNDS FOR MAINTENANCE, REPAIR, OR REPLACEMENT OF STRUCTURES EVEN THEN IN A CRITICAL CONDITION; AND LASTLY, THE CONSTANTLY INCREASING COSTS OF LABOR AND MATERIALS NOT COVERED BY PROPORTIONATE INCREASES IN FUNDS. HIGHWAY PROGRESS, DEPENDENT ON PUBLIC FUNDS, HAS NEVER APPROACHED THE PROGRESS MADE BY THE AUTOMOTIVE INDUSTRY. THE RATE OF STRUCTURE REPLACEMENT HAS FALLEN FAR BEHIND THE RATES OF TRAFFIC AND LOAD INCREASES. /AUTHOR/
