MEASUREMENTS FOR MAINTENANCE
THE BASIC AREAS IN WHICH KNOWLEDGE MUST BE DEVELOPED BEFORE A SUCCESSFUL PROGRAM OF MEASURING AND CONTROLLING HIGHWAY MAINTENANCE CAN BE ACHIEVED ARE POINTED OUT. THESE ARE PLANT AND PRODUCTIVITY; DYNAMIC INFLUENCES SUCH AS TRAFFIC, ENVIRONMENT AND OPERATIONAL CHARACTERISTICS; AND EXTERNAL INFLUENCES, WHICH ARE TAKEN UP IN SOME DETAIL. AMONG THE CONSTRAINTS AND CONDITIONS EXTERNALLY IMPOSED ARE INFLATION, PHYSICAL GROWTH OF THE HIGHWAY SYSTEM, POPULATION GROWTH, GREATER TRAFFIC VOLUMES, AGING OF HIGHWAY SYSTEMS, ENVIRONMENTAL CONCERNS, AND THE IMPACT OF NEW DESIGN AND CONSTRUCTION CONCEPTS.
