USING A PERFORMANCE SPECIFICATION FOR TRAFFIC PAINT
WITH THE INCREASE OF SUBURBAN ROADS AND STREETS, AN INCREASE IN PAVEMENT MARKING WAS INEVITABLE. AND WITH THE INCREASE CAME NEW DEMANDS ON PAINTS TO DO THE JOB. SPECIFICATIONS DRAWN UP BY HIGHWAY ENGINEERS OR THE FEDERAL GOVERNMENT DID NOT SEEM TO PRODUCE THE PAINTS NEEDED. MOST OF THE SPECIFICATIONS WERE BASED ON CHEMICAL FORMULAS AND NOT ON PERFORMANCE. THE CITY OF SPOKANE ESTABLISHED A PAINT- PERFORMANCE TESTING PROGRAM. CODED SAMPLES OF PAINT, SOLICITED FROM INTERESTED MANUFACTURERS, WERE DISTRIBUTED TO THE COUNTY ROAD DEPARTMENT FOR ROAD TESTING. STRIPES WERE PAINTED ON THE ROAD, WITH THE NUMBERS FROM THE CODED PAINT CANS PAINTED BESIDE THEM. THOSE PAINTS WHICH PASSED THE TESTS FOR PERFORMANCE, WEAR, COLOR-FASTNESS, ETC., WERE THEN SUBJECTED TO LABORATORY ANALYSIS. WHEN THE LABORATORY TESTS WERE COMPLETED, THE PURCHASING AGENT WAS ASKED TO OBTAIN BIDS ON CODED PAINTS, WHICH WERE THEN COMPARED TO THE TEST RESULTS BY ENGINEERS WHO HAD NO WAY OF IDENTIFYING THE PAINTS OR THEIR MANUFACTURERS. THE PAINTS SO PURCHASED HAVE PROVED CHEAPER AND MORE LASTING THEN THOSE PURCHASED PREVIOUSLY WITHOUT PERFORMANCE TESTING. /AUTHOR/
