EFFECT AND EVALUATION OF TRAFFIC INVESTMENTS

AUSWIRKUNG UND BEWERTUNG VON VERKEHRSINVESTITIONEN

A DECREASING POPULATION DENSITY AND LIMITED FINANCIAL RESOURCES WILL IN THE FUTURE HAVE AN INHIBITING EFFECT ON THE CONSTRUCTION OF RAPID TRANSIT AND UNDERGROUND RAILWAYS. PRIORITY WILL BE GIVEN TO PROJECTS WHICH HAVE ALREADY COMMENCED OR WHICH SERVE TO ELIMINATE BOTTLENECKS. A STUDY IS INTRODUCED WHICH SEEKS TO ASSESS THE ACHIEVABILITY AND THE BENEFITS TO TRAVELLERS BY QUANTIFYING THE AVERAGE TRAVELLING COSTS AND THEIR VARIATION. IT WAS FOUND THAT IMPROVING THE SERVICE TO THE CITY CENTRE BY CONSTRUCTION OF TWO UNDERGROUND ROUTES SERVED ALSO TO IMPROVE MATTERS IN THOSE DISTRICTS NOT SERVED DIRECTLY BY THE UNDERGROUND LINES. IN ADDITION IT WAS FOUND THAT THE PROPOSED CESSATION OF TRAMWAY TRAFFIC IN PARALLEL WITH THE EXTENSION OF THE UNDERGROUND NETWORK WAS NOT FEASIBLE IN THE IMMEDIATE FUTURE.
