TRANSPORT POLICY IN HOLLAND

LA POLITICA DE TRANSPORTES EN HOLANDA

THIS PAPER RELATES TO THE TEXT OF A CONFERENCE ON TRANSPORT POLICY IN HOLLAND AND SUMMARISES THE PAPERS PRESENTED AT THE COLLOGUIUM WHICH TOOK PLACE BETWEEN DIFFERENT PERSONALITIES FROM THE FEDERAL REPUBLIC OF GERMANY, FRANCE, HOLLAND AND THE UNITED KINGDOM. THE GEOGRAPHICAL LOCATION OF HOLLAND HAS GIVEN IT A CRUCIAL IMPORTANCE IN THE TRANSPORT FIELD AND IS TO BE FOUND AT THE ORIGIN OF THE LIBERAL ATTITUDE OF THE DUTCH TO INTERNATIONAL TRANSPORT POLICY. ROAD FREIGHT TRANSPORT IS REGULATED, SINCE 1954, BY A LICENCING SYSTEM WHICH HAS NO FIXED QUOTA. INTERURBAN PUBLIC TRANSPORT, WHETHER BY RAIL OR ROAD, IS MONOPOLISED BY THE DUTCH RAILWAYS AND FOR LONG DISTANCE TARIFFS PLAY AN IMPORTANT ROLE IN SLOWING DOWN SUBURBAN DEVELOPMENT. THE UTILISATION OF CANALS IS UNRESTRICTED AND FREE OF CHARGE. THE CRITERION USED FOR INTERMODAL PUBLIC INVESTMENT DISTRIBUTION IS THAT OF MINIMISING GENERALISED TRANSPORT COSTS FOR ALL MODES, FOR A GIVEN TRAFFIC VOLUME. FISCAL PRESSURE IS THE SAME FOR ALL MODES, EVEN THOUGH IT DOES NOT AGREE WITH ORIGINAL SOCIAL COSTS FOR EACH ONE.
