PART 2 WAS CONCERNED WITH DETERMINING THE QUANTITATIVE EFFECTS OF POLITICAL MEASURES. FREIGHT TRAFFIC CARRIED ON INLAND WATERWAYS, THE RAILWAYS AND ROADS WAS ANALYSED. THE CENTRE OF THE STUDY WAS A SIMULATION MODEL USED TO EXAMINE THE EFFECTS OF COST-EFFECTIVE POLITICAL MEASURES USING ESTIMATED PRICE ELASTICITIES. RELATIVELY NARROW COMPETITION RELATIONS EXISTS BETWEEN INLAND SHIPPING AND THE RAILWAY FOR THIS TYPE OF TRANSPORT. A DETAILED STUDY WAS MADE OF MODIFICATIONS TO WATERWAY COSTS AND FUEL TAXES FOR INLAND SHIPPING, MODIFICATIONS TO JOURNEY TIME AND LOADING FOR INLAND SHIPPING, AND INCREASES IN TAXES FOR ROAD GOODS TRANSPORT AND REDUCTIONS IN TARIFFS ON THE RAILWAYS.
