OPTIMIZATION MODEL FOR THE DESIGN OF A ONE-WAY RING SYSTEM FOR A HIGHWAY NETWORK

OPTIMIERUNGSMODELL ZUR BERECHNUNG VON EIN-RICHTUNGSRINGSYSTEMEN IN STRASSENNETZEN

THE DESIGN OF A HIGHWAY ROAD NETWORK IS GENERALLY MARKEDLY INFLUENCED BY URBAN PLANNING CONDITIONS, CONSIDERATION OF THE ENVIRONMENTAL ASPECTS, LIMITED AREA FOR TRAFFIC AND LIMITED AVAILABILITY OF FINANCE. FOR THE SOLUTION OF SUCH PROBLEMS, A METHODOLOGY IS USED WHICH IS TERMED "ALTERNATIVE PLANNING". THIS INVOLVES THE COMPARATIVE EVALUATION OF A NUMBER OF NETWORK ALTERNATIVES DRAWN UP INTUITIVELY. THE BEST OF THESE IS THEN SELECTED FOR DEVELOPMENT. ANOTHER APPROACH, A REDUCTION TECHNIQUE, IS PROPOSED IN THIS PAPER, WHICH STARTS FROM A "MAXIMUM NETWORK" AND WITH THE AID OF AN OPTIMIZATION MODEL LEADS TO AN OPTIMUM TRAFFIC NETWORK, WITHIN THE BOUNDARY CONDITIONS DESCRIBED ABOVE AND OTHER MORE DETAILED CRITERIA. THE MAXIMUM NETWORK CONTAINS ALL THE POSSIBLE NETWORK ELEMENTS OF AN ACTUAL CITY AREA (STRAIGHT STRETCHES AND JUNCTIONS AND THE MAXIMUM ALLOWABLE STANDARD OF CONSTRUCTION: NUMBER OF LANES, LAYOUT OF JUNCTIONS). IN ADDITION THE MAXIMUM NETWORK DESCRIBES THE NATURE AND THE OPERATIONAL CONTROL OF THE NETWORK UNITS (ONE-WAY OR TWO-WAY STREETS, TRAFFIC ENGINEERING CONTROL OF JUNCTIONS). TO DEFINE THE COSTS WHICH ARE TO BE MINIMIZED IN THE TARGET FUNCTION, A TOTAL COST FIGURE IS SELECTED, WHICH TAKES INTO ACCOUNT BOTH THE CONSTRUCTION AND MAINTENANCE COSTS AND ALSO THE DRIVING AND OPERATIONAL COSTS (TIME DEPENDENT). THE OPTIMIZATION MODEL AND PARTICULARLY THE COMPUTER PROGRAM ARE APPLICABLE TO ACTUAL PLANNING AREAS OF VARYING SIZES AND VARYING NATURE OF DISTRIBUTION OF TRAFFIC DEMANDS. THUS THE PROPOSED ANALYSIS TECHNIQUE IS OF PRACTICAL SIGNIFICANCE AND OF MORE THAN THEORETICAL VALUE.
