IMPLEMENTATION PROBLEMS IN TRAFFIC PLANNING

VOLLZUGSPROBLEME DER VERKEHRSWEGEPLANUNG

DURING 1975/76 THE FEDERAL MINISTRY OF TRANSPORT PROJECTED THE PLANNING OF FEDERAL MAIN ROADS AND ORDINARY ROADS TO THE YEARS 1976 - 1985. THIS RESULTED IN SEVERE LIMITATION OF THE FREEDOM OF ACTION FOR THE FEDERAL MINISTRY OF TRANSPORT (BVM) BECAUSE OF THE PARTICULAR WAY IN WHICH THE EXISTING PLANS HAD IN THE PAST BEEN CARRIED OUT BY THE IMPLEMENTING AUTHORITIES, ESPECIALLY THE PROVINCIAL ADMINISTRATIONS. THE QUESTION IS TO WHAT EXTENT THESE LIMITATIONS ARE DUE TO LACK OF CONTROL OF EXECUTION BY THE BVM. THIS QUESTION OF FLEXIBILITY OF PLANNING IS NOT COVERED BY THE NORMAL CONTROLS, BECAUSE THESE ARE CONFINED TO EFFICIENCY MEASUREMENTS. THE PROGRESS OF OBJECTIVE DECISION PROCESSES CREATES CERTAIN FACTS WHICH REDUCE THE FREEDOM OF ACTION OF THE BVM. TO A CERTAIN EXTENT THESE LIMITATIONS ARE UNAVOIDABLE, BUT THEY ARE IN PART ATTRIBUTABLE TO THE FACT THAT IN THE PAST THE BVM DID NOT DIRECT THE IMPLEMENTATION OF HIGHWAY PLANS TO ANY GREAT DEGREE, BUT LEFT THIS TO THE IMPLEMENTING AUTHORITIES WHICH THEN PURSUED THEIR OWN INTERESTS. THIS LACK OF POSITIVE DIRECTION IN THE IMPLEMENTATION OF PLANS CARRIES WITH IT THE DANGER THAT PLANNING PROJECTIONS ARE DEPLETED IN THE ADAPTATION TO ACCOMPLISHED FACTS, AND THAT RATIONAL EVALUATION PROCEDURES HAVE NO INFLUENCE ON THE PLANNING DECISIONS.
