ENVIRONMENTALLY ACCEPTABLE ROAD PLANNING

EXISTING RULES FOR THE LAYOUT OF ROADS ARE STILL INCOMPLETE WITH RESPECT TO THE ENVIRONMENTALLY ACCEPTABLE POSITIONING OF A ROAD IN THE SURROUNDINGS. ROAD TRAFFIC CREATES NOISE AND VIBRATION IN THE ENVIRONMENT AND WHEN PLANNING A ROAD MEASURES SHOULD BE LOOKED INTO WHICH REDUCE THESE: INCREASE IN THE DISTANCE BETWEEN VEHICLES, SCREENING (NOISE PROTECTION WALLS), ISOLATION (TUNNELS) ETC. AIR POLLUTION CAN BE LIMITED MAINLY BY CONTROLLING THE EMISSION OF POLLUTANTS FROM VEHICLES. ROAD PLANNING CAN CONTRIBUTE TO THIS BY REDUCING THE FUEL REQUIREMENTS OF VEHICLES BY THE AVOIDANCE OF TAIL-BACKS, SMOOTH ALIGNMENTS AND JUNCTIONS WITH NO CROSSINGS. THE REQUIREMENTS OF THE GERMAN FEDERAL LAW COVERING THE PROTECTION OF NATURE STATE THAT STATUTORY NATURE PROTECTION AREAS SHOULD BE AVOIDED WHEN PLANNING ROADS AND THAT ANIMAL PATHS SHOULD BE RESPECTED AND EMBANKMENTS PLANTED WITH VEGETATION. WHEN CONSTRUCTING ROADS IN BUILT-UP AREAS THE CHARACTER OF THE TOWN OR CITY SHOULD BE DAMAGED AS LITTLE AS POSSIBLE. TREES AND SHRUBS SHOULD BE LEFT OR PLANTED AS A BOND WITH NATURE. ROADS WHICH COULD PRODUCE A DIVIDING EFFECT ON THE SURROUNDINGS SHOULD NOT CROSS AREAS WITH HEAVY PEDESTRIAN TRAFFIC. THE PLANNING OF ROADS SUCH THAT THEY ARE ENVIRONMENTALLY ACCEPTABLE IS A PROTRACTED PROCESS. AN INSTANT EVALUATION OF DIFFERENT MEASURES IS DIFFICULT AND CITIZENS SHOULD BE INVOLVED IN THE PLANNING PROCESS AS EARLY AS POSSIBLE.
