UTAH HIGHWAY SERVICEABILITY STUDIES

IN 1964 ANNUAL SERVICEABILITY STUDIES WERE MADE OF ALL HIGHWAYS COMPLETED SINCE 1959 TO PROVE THE VALIDITY OF THE AASHO DESIGNED FORMULA, DEVELOP A VALID REGIONAL FACTOR AND PREDICT THE TIME WHEN RESURFACING WOULD BE REQUIRED. FOR THE FIRST TWO YEARS THE BUREAU OF PUBLIC ROADS ROUGHOMETER WAS USED. SINCE THEN THE CALIFORNIA PROFILOGRAPH HAS MEASURED THE SURFACE ROUGHNESS. THE CORRELATION BETWEEN THE TWO ROUGHNESS MEASURING DEVICES IS NOT GOOD BECAUSE OF THE DIFFERENCE IN OPERATING SPEEDS. THE PRESENT SERVICEABILITY INDEX IS DETERMINED BY USE OF THE AASHO FORMULA. HOWEVER, SINCE IT WAS REALIZED THAT THE DESIGN WAS BASED ON NUMBER OF LOADS AND NOT A PERIOD OF TIME, THE PRESENT SERVICEABILITY INDEX- CUMULATIVE LOAD RELATIONSHIP WAS ADOPTED. THE INDEX CANNOT BE USED AS A CRITERION FOR PREDICTING THE TIME FOR RESURFACING BECAUSE THE DELETERIOUS EFFECTS OF CRACKING AND RUTTING ARE NOT MAJOR FACTORS IN THE RIDING CHARACTERISTICS OF THE PAVEMENT. A RELATIONSHIP WAS DEVELOPED BETWEEN DEFLECTION AND 18 KIP WHEEL LOADS. THE DYNAFLECT IS USED TO MEASURE DEFLECTION FOR THE PREDICTION OF SERVICE LIFE OF A PAVEMENT. ITS CORRELATION WITH THE BENKELMAN BEAM IS EXCELLENT. A SERVICEABILITY INDEX WAS DEVEOLPED FOR PREDICTING MAINTENANCE REQUIREMENTS.
