RATING FLEXIBLE PAVEMENT SURFACE CONDITION

A PAVEMENT-CONDITION RATING METHOD WAS DEVELOPED BY THE DEPARTMENT OF HIGHWAYS OF SASKATCHEWAN (DHS). PRIOR TO THE DEVELOPMENT OF THE DHS SYSTEM, A LITERATURE SURVEY WAS CONDUCTED OF HIGHWAY-CONDITION RATING METHODS. VARIOUS OBJECTIVE AND SUBJECTIVE RATING SYSTEMS ARE DISCUSSED. DHS NEEDED A RATING SYSTEM TO DETERMINE THE SECTIONS OF PAVEMENT THAT SHOULD BE INCLUDED IN THE CAPITAL MAINTENANCE PROGRAM (SEAL COAT OR BITUMINOUS OVERLAY) AND TO ESTIMATE THE CAPITAL MAINTENANCE COSTS THAT MAY BE ANTICIPATED IN THE FUTURE YEARS. BECAUSE SEALCOAT AND BITUMINOUS OVERLAYS ARE THE ONLY TWO REPAIR METHODS EMPLOYED UNDER CAPITAL MAINTENANCE EXPENDITURE AND BECAUSE THE OBJECTIVE OF THE RATING IS TO DETERMINE THE NEED FOR SUCH REMEDIAL MEASURES, THE SURFACE DEFECTS MUST BE CLASSIFIED ACCORDING TO AND RELATED TO THE SPECIFIC REPAIR METHOD THAT WILL BE USED. THE DHS RATING FORM WAS DESIGNED WITH TWO SECTIONS FOR THESE TWO REPAIR METHODS AND A THIRD SECTION FOR ISOLATED DEFECTS THAT CAN BE REPAIRED BY LOCALIZED OR SPOT MAINTENANCE. THE RATING METHOD IS BASICALLY SUBJECTIVE IN ITS APPROACH BECAUSE THE EXTENT OR SEVERITY OF THE DEFECTS IS NOT MEASURED BUT DESCRIBED ACCORDING TO SEVERITY. THE SEVERITY RATING OF EACH DEFECT IS QUANTIFIED USING A NUMERICAL VALUE THAT IS WEIGHTED AGAINST OTHER DEFECTS. THE METHOD EMPLOYED IN WEIGHTING THE SEVERITY OF DEFECTS AGAINST EACH OTHER AND ASSIGNING A WEIGHTED VALUE IS DESCRIBED. WHEN PAVEMENT SURFACE CONDITIONS ARE RATED WITH THE DHS METHOD, IT IS RECOMMENDED THAT A PANEL OF AT LEAST FOUR PEOPLE SHOULD EACH RATE A SECTION OF PAVEMENT INDEPENDENTLY, AND THE FINAL RATING CONSIST OF THE AVERAGE RATING FOR THE PANEL. THE FOLLOWING DEFECTS ARE DISCUSSED WHICH ARE RATED BY THE DHS METHOD: NONFATIGUE CRACKING, SLICKING, RAVELING, SHOVING, RUTTING, SHEAR FAILURE, FATIGUE CRACKING, AND ROUGHNESS. THE SUBJECTIVE RATING METHOD DEVELOPED BY DHS HAS BEEN USED DURING THE PAST THREE YEARS AND HAS PROVEN TO BE HIGHLY ACCEPTABLE IN ITS APPLICATION.
