PAVED SHOULDERS OF HOT MIX ASPHALT ON MARYLAND HIGHWAYS IMPROVE SAFETY AND LEAD TO BETTER PERFORMANCE AND USAGE. FOR EXAMPLE, THERE IS NO DROP-OFF AT HIGHWAY PAVEMENT EDGE, AND SWERVING AND TURNING OVER ON UNSTABLE AND LOOSE SHOULDERS ARE AVOIDED. MOREOVER, ROAD DRAINAGE IS IMPROVED AND PLOWING SNOW IN THE WINTER IS EASIER.
