USE OF PAVEMENT CONDITION DATA IN HIGHWAY PLANNING AND ROAD LIFE STUDIES

ROAD LIFE STUDIES ARE ACTUALLY HIGHWAY SERVICE AND INVESTMENT STUDIES, AS THEY INVESTIGATE ANNUAL COSTS AS WELL AS HOW LONG VARIOUS ROADWAY SURFACES LAST. DETAILED CONSTRUCTION, MAINTENANCE, OPERATION AND HIGHWAY CONDITION INFORMATION IS BEING OBTAINED THROUGH USE OF THE CONTROL SECTION CONCEPT. PAVEMENT CONDITION DATA IS VITAL TO THE STUDY FOR IT IS USED TO FORECAST FUTURE CONSTRUCTION AND MAINTENANCE NEEDS AND COSTS, AS WELL AS TO DETERMINE WHETHER A PAVEMENT WAS RETIRED DUE TO OBSOLESCENCE OR BECAUSE OF STRUCTURAL DETERIORATION, AND IF THE LATTER WHETHER THE CAUSE WAS SURFACE, BASE OR SUBGRADE FAILURE. CURVES HAVE BEEN DEVELOPED SHOWING AVERAGE PAVEMENT LIFE EXPECTANCY. THE PRESENT SERVICEABILITY INDEX /PSI/, TRAFFIC DATA, AND PAVEMENT EVALUATION BY MEANS OF THE CHLOE PROFILOMETER ARE BEING STUDIED IN AN ATTEMPT TO IMPROVE PREDICTIONS OF FUTURE NEEDS AND OF THE SERVICE LIVES OF PAVEMENTS.
