DEEP STRENGTH ASPHALT CONSTRUCTION BY THE DEPARTMENT OF HIGHWAYS, ONTARIO

IN 1964, THE DEPARTMENT OF HIGHWAYS, ONTARIO, DECIDED TO ADOPT DEEP STRENGTH ASPHALT PAVEMENTS AS A THIRD APPROACH TOWARDS PAVEMENT DESIGN. UP TO THAT TIME PAVEMENTS WERE DESIGNED EITHER AS STANDARD FLEXIBLE PAVEMENTS OR AS RIGID PAVEMENTS. THIS DECISION RESULTED FROM THE DEPARTMENT'S INVOLVEMENT IN THE CGRA OBSERVER COMMITTEE ON THE AASHO TEST ROAD. IT WAS DECIDED THAT, INITIALLY, DEEP STRENGTH ASPHALT WOULD BE USED ONLY FOR PAVEMENTS BUILT ON NEW ALIGNMENT AND FOR THOSE WHICH WOULD CARRY HEAVY TRAFFIC AND, WHEREVER POSSIBLE, HALF ON EACH PROJECT WOULD BE OF STANDARD FLEXIBLE DESIGN IN ORDER TO OBTAIN AN EARLY DEFINITIVE COMPARISON OF THE TWO METHODS. THREE PROJECTS WERE SELECTED FROM THE 1965 CONSTRUCTION PROGRAM AND SWITCHED OVER TO A DEEP STRENGTH DESIGN. THESE WERE: (1) CONTRACT 65-202 - HIGHWAY NO. 403, THE BRANTFORD BYPASS, 698 MILES. THIS IS A FOUR-LANE DIVIDED HIGHWAY THROUGH SLIGHTLY ROLLING TERRAIN. THE SUBGRADE SOIL ON THE WESTERN HALF OF THE PROJECT IS A POORLY GRADED COARSE SAND WHILE THE EASTERN HALF IS A LIGHT TO MEDIUM CLAY SUBGRADE. THE PRESENT AADT IS 10,000. (2) CONTRACT 65-311, THE KITCHENER-WATERLOO EXPRESSWAY, KING STREET WIDENING, 1.7 MILES. THIS IS A FOURLANE DIVIDED HIGHWAY WITH PARALLEL SERVICE ROADS, THROUGH A FAIRLY FLAT AREA WHERE THE SUBGRADE CONSISTS OF OUTWASH SANDS OVERLYING GLACIAL TILL. THE PRESENT AADT IS 15,000. (3) CONTRACT 65-168, HWYS. 7 AND 15, OTTAWA CITY LIMITS WESTERLY, 2.2 MILES. THIS IS A FOUR-LANE URBAN HIGHWAY WITH THE EXCEPTION OF THE WESTERLY 1.15 MILES WHICH HAS A SINGING MEDIAN AND OPEN DITCH DRAINAGE. THE AREA IS QUITE FLAT WITH DEEPLY CUT STREAM VALLEYS AND THE SUBGRADE IS GENERALLY A LEAN MARINE CLAY OVER SANDY TILL OVER BEDROCK. THE PRESENT AADT IS 14,000. THESE PROJECTS ALL HAVE DENSE TRAFFIC AND ARE ON NEW OR REBUILT GRADE. THE METHOD OF DESIGN USED BY THE DEPARTMENT IS THAT DESCRIBED IN THE '1964 CANADIAN SUPPLEMENT TO SHELL 1963 DESIGN CHARTS FOR FLEXIBLE PAVEMENTS.' THE DESIGN IS CHECKED USING THE ASPHALT INSTITUTE'S THICKNESS DESIGN MANUAL (M.S.-1) WHICH USUALLY PRESCRIBES A LIGHTER DESIGN, UNTIL MORE EXPERIENCE HAS BEEN ACCUMULATED THE HEAVIER DESIGN IS GENERALLY USED. /CGRA/
