PROGRESS REPORT ON THE ESTABLISHMENT OF TOLERANCES IN HIGHWAY CONSTRUCTION SPECIFICATIONS
HIGHWAY ENGINEERS AND CONTRACTORS ARE BEING CRITICIZED FOR DEVIATIONS FROM SPECIFICATIONS, EVEN THOUGH IN MANY INSTANCES THERE ARE SOUND ENGINEERING JUSTIFICATIONS FOR PERMITTING THE DEVIATIONS.
