HIGHWAY NOISE ATTENUATION - A SHARED RESPONSIBILITY
THE PROBLEM OF TRAFFIC NOISE DEPENDS ON SEVERAL FACTORS: (1) TYPE AND MIX OF VEHICLES CAUSING THE NOISE; (2) CHARACTER OF THE SURROUNDING LAND AND DEVELOPMENTS; (3) DISTANCE FROM ROADWAY TO RECEIVERS OF THE NOISE; (4) CONFIGURATION OF THE ROADWAY; (5) PSYCHOLOGICAL FACTORS (CHANGE BEING MORE DISTURBING THAN THE LEVEL OF NOISE); (6) VEHICLE NOISE AS COMPARED TO NOISE ORIGINATING FROM OTHER SOURCES. RESPONSIBILITY FOR SOLVING OR MINIMIZING THE PROBLEM IS LOCATED IN FIVE PLACES. MANUFACTURERS MUST UNDERTAKE TO PRODUCE QUIETER VEHICLES, ESPECIALLY TRUCKS. NATIONAL AND STATE GOVERNMENTS MUST SET AND ENFORCE NOISE STANDARDS. HIGHWAY DEPARTMENTS MUST DESIGN FREEWAYS TO MINIMIZE NOISE, BOTH FOR NEW ROUTES AND FOR FREEWAY WIDENING. HOUSING DEVELOPERS MUST ASSUME RESPONSIBILITY FOR INCLUSION OF NOISE ATTENUATION FEATURES IN THE PLAN OF DEVELOPMENTS. FINALLY, NOISE SHOULD BE CONSIDERED BY THE INDIVIDUAL OR INSTITUTIONAL BUYER IN MAKING THE PURCHASE OF PROPERTY.
