A SURVEY OF ROADSIDE DEVELOPMENT

SINCE 1930, WHEN ONLY NINE STATES HAD ROADSIDE DEVELOPMENT PROGRAMS, 36 STATES HAVE INSTITUTED PERMANENT PROGRAMS, LARGELY AS A RESULT OF FEDERAL INTEREST AND LEGISLATION. FROM AN EMPHASIS ON BEAUTIFICATION THESE PROGRAMS HAVE PASSED TO CONCERN WITH LASTING IMPROVEMENT OF THE HIGHWAY RIGHT OF WAY. A MAJOR FORCE IN THIS DIRECTION WAS THE PUBLIC WORKS HIGHWAY CONSTRUCTION EMERGENCY PROGRAM INITIATED IN 1933, WHICH PLACED RESPONSIBILITY FOR ROADSIDE DEVELOPMENT IN THE HANDS OF THE TECHNICAL AGENCIES OF THE STATE HIGHWAY DEPARTMENTS. IN THE PRESENT PAPER, ROADSIDE DEVELOPMENT IS PRESENTED AS ONE FUNCTION OF OVERALL HIGHWAY PLANNING, DESIGN, AND CONSTRUCTION. DETAILED ATTENTION IS GIVEN TO THE MANNER IN WHICH ROADSIDE DEVELOPMENT MUST BE INTEGRATED WITH THESE THREE PHASES OF HIGHWAY CONSTRUCTION AND IMPROVEMENT.
