REPORT OF COMMITTEE ON ROADSIDE DEVELOPMENT

HIGHWAY DESIGN SHOULD BE BUILT AROUND THE FOUR BASIC QUALITIES OF UTILITY, SAFETY, BEAUTY, AND ECONOMY. LANDSCAPE OR ROADSIDE DEVELOPMENT PRACTICES CONTRIBUTE TO EACH OF THESE QUALITIES AND SHOULD BE CONSIDERED IN EVERY ROAD-BUILDING PROJECT IN AN EFFORT TO PRODUCE THE COMPLETE HIGHWAY.
