FAILURE TO SECURE ADEQUATE RIGHT-OF-WAY IS PERHAPS THE MOST SERIOUS BASIC FAULT IN HIGHWAY PRACTICE. AN ADEQUATE WIDTH OF RIGHT-OF-WAY MARKEDLY AFFECTS ROADSIDE PROBLEMS AND MEASURES FOR SOLUTION. REASONABLE CONTROL MUST BE PROVIDED OVER ROADSIDE STRUCTURES, INGRESS AND EGRESS POINTS.
