STRUCTURE AND CONTENT OF ADMINISTRATIVE REGULATIONS FOR ROADSIDE ADVERTISING CONTROL
MARYLAND WAS THE FIRST STATE TO ENTER INTO AN AGREEMENT WITH THE FEDERAL GOVERNMENT RELATING TO OUTDOOR ADVERTISING AND THE BONUS PAYMENT. THE MECHANICS OF THE AGREEMENT ARE DISCUSSED AND THE AGREEMENT ITSELF IS PRESENTED IN AN APPENDIX. MARYLAND ENACTED ITS LEGISLATION SOME TWO YEARS BEFORE THE FEDERAL ACT IN ORDER TO FREE ITS MAJOR HIGHWAYS FROM UNSIGHTLY BILLBOARD ADVERTISING WHICH REAPS BENEFIT TO A SMALL BUT POWERFUL INDUSTRY AND A MINORITY OF LAND OWNERS. MARYLAND HAS PASSED REGULATIONS WHICH PROVIDE FOR THE SIZE OF ADVERTISING SIGNS AND WHERE THEY MAY BE PLACED. THE REGULATIONS ALSO PROHIBIT ERECTION OF SIGNS UPON TREES OR PAINTED OR DRAWN UPON ROCKS OR OTHER NATURAL FEATURES. PROHIBITION IS MADE ON SIGNS WHICH MAY INTERFERE WITH TRAFFIC IN ANY WAY. AT PRESENT, THERE ARE LESS THAN A DOZEN ADVERTISING SIGNS OR BILLBOARDS ON MARYLAND'S ENTIRE EXPRESSWAY SYSTEM, INCLUDING THE INTERSTATE SYSTEM, WHEREAS THERE ARE IN EXCESS OF 12,000 LEGAL SIGNS AND BILLBOARDS ON THE REMAINING STATE HIGHWAYS.
