PUBLIC UTILITY PROBLEMS
THE EFFECT OF FIXING SERVICE OFFSETS WITHIN THE ROAD RESERVE IS TO LIMIT DESIGN, LIMIT AESTHETIC VARIATION, AND RAISE COSTS. THIS PAPER QUESTIONS THE LONG-ESTABLISHED PRACTICE OF SPACE ALLOCATION ON PUBLIC HIGHWAYS TO UTILITIES. IT EXAMINES CURRENT PROCEDURES IN NEW URBAN DEVELOPMENTS, OFFERS ALTERNATIVES, AND EXPLORES THE AVENUES ABAILABLE FOR THEIR IMPLEMENTATION. VARIABLE PLACEMENT WITHIN THE ROAD RESERVE AND PROVISION FOR CONTIGUOUS SERVICE EASEMENTS (CONTAINED WITHIN THE NORMAL BUILDING SETBACK AREA) ARE CONSIDERED.
