ENERGY, OIL, AND THE STATE OF DELAWARE

The State of Delaware in 1971 banned deep water port facilities and other heavy industry in the coastal zone. Reflecting on this action, the State authorized a study group to investigate the transport of oil on the navigable waters of the state. This summary report reviews the impact on the State of Delaware of present methods of oil transport by water and the potential impact as the national need to import increasing amounts of crude oil and export refined oil products grows. 70% of the oil delivered to the East Coast moves through the Delaware Bay and River. Recommendations are made to control and supervise the growth in a manner that will reduce the hazard to Delaware's environment while producing economic gains for the State.
