URBAN ROAD NETWORK---BELGIUM
THE REPORT RECOMMENDS THE CREATION OF INDUSTRIAL MOTORWAYS AND ROADS IN ADDITION TO THE TRADITIONAL CLASSIFICATION OF ROADS INTO URBAN MOTORWAYS, EXPRESS ROUTES, AND ORDINARY ROUTES. SPECIAL PROBLEMS MUST BE TAKEN INTO ACCOUNT IN THE CONSTRUCTION OF ROADWAYS, IN PARTICULAR THE NECESSITY OF CARRYING OUT WORKS IN PHASES AND OF RELOCATING UNDERGROUND SERVICES BEFORE THE WORKS BEGIN. IN ADDITION, IT IS RECOMMENDED THAT BASES SHOULD BE LAID IN LIGHTLY REINFORCED LEAN CONCRETE OR IN DENSE GRADED MIXES LAID IN SUCCESSIVE LAYERS. FAST ROUTES SHOULD BE INTEGRATED INTO THE BUILT-UP AREA IN CUTTINGS EXECUTED WITHIN THE FRAMEWORK OF THE URBAN DEVELOPMENT PLANS. AT THE SAME TIME THE OPPORTUNITY MUST BE TAKEN FOR REBUILDING OLD PARTS OF THE URBAN AREA. ACTIVE MEASURES ARE NOW BEING TAKEN IN BRUSSELS AND LEIGE TO INTRODUCE AREAS RESERVED FOR PEDESTRIANS. THE OPPOSITION ENCOUNTERED SO FAR MUST BE OVERCOME BY INCREASING PEDESTRIAN COMFORTS IN AREAS RESERVED FOR THEM. THE PROBLEM OF COORDINATION HAS BEEN RESOLVED IN BRUSSELS BY THE SIMULTANEOUS EXECUTION OF ROAD WORKS, UNDERGROUND RAILWAY WORKS, AND THE MODERNIZATION OF OTHER UNDERGROUND INSTALLATIONS. THE FLOW OF TRAFFIC IS MAINTAINED WHILE WORKS ARE BEING CARRIED OUT BY CREATING SPECIALLY SET OUT AND SIGNPOSTED DETOURS, BY STUDYING, BEFORE THE WORK BEGINS, EXACTLY SUITABLE WORKS PHASES AND BY ERECTING MOVABLE VIADUCTS. CONCERNING TRAFFIC SIGNING, DIRECTION SIGNING SHOULD BE AS SIMPLE AS POSSIBLE. THE NUMBER OF WRITTEN SIGNS SHOULD BE LIMITED AND TRAFFIC SIGNS POSITIONED AT A HEIGHT WHERE THEY CANNOT OBSTRUCT THE PAVEMENT AND BLOCK VISIBILITY. IN ADDITION TO DIRECTION SIGNS, THERE MUST BE WARNING SIGNS AND PRESELECTION SIGNS. THE COORDINATION OF LIGHT SIGNALLING IS BEING ACCOMPLISHED BY A FLEXIBLE SYSTEM OF EQUIPMENT WHICH ENABLES ANY NECESSARY MODIFICATIONS TO BE MADE DURING ITS INSTALLATION AND IN THE FUTURE.
