THE ROAD IN RELATION TO TRAFFIC REQUIREMENTS--PORTUGAL

A BRIEF ACCOUNT OF THE STANDARDS FOR PORTUGUESE ROAD PROJECTS AS SET UP IN 1970 WAS GIVEN. THESE STANDARDS DEAL WITH ALIGNMENT, LONGITUDINAL SECTION, CROSS-SECTION, CENTRAL RESERVATION AND EMBANKMENT. GEOMETRIC FEATURES ARE DEFINED, AT PRESENT, IN RELATION TO THE DESIGN HOURLY VOLUME CORRESPONDING TO THE DESIGN ULTIMATE YEAR AS WELL AS THE NATURE OF THE TERRAIN. ON ROADS WHERE THE DESIGN HOURLY VOLUME IS GREATER THAN 100 VEHICLES, THE CONSTRUCTION OF A SLOW LANE, IN CASES WHERE THE LENGTH OF SECTIONS OF CONSTANT GRADIENT EXCEEDS THE CRITICAL VALUE CORRESPONDING TO THE GRADIENT CONSIDERED, WAS CONSIDERED. THE TYPE OF WEARING COURSE OF PAVEMENTS IS DEFINED IN RELATION TO THE DESIGN SPEED AND HOURLY DESIGN TRAFFIC VOLUME. THUS, WHEN THE DESIGN SPEED EXCEEDS 80 KM/HR OR WHEN THE HOURLY DESIGN VOLUME OF TRAFFIC EXCEEDS 200 VEHICLES THE WEARING COURSE WOULD BE IN BITUMINOUS CONCRETE. IN CERTAIN CASES, A BITUMINOUS LAYER MIGHT BE CONSTRUCTED INITIALLY. A STUDY WAS CONDUCTED WHICH SHOWED THAT THE EXISTENCE OF EFFICIENT SIGNING BECOMES MORE AND MORE URGENT, OWING TO THE INCREASE IN TRAFFIC. THE RESOLUTIONS OF THE UNITED NATIONS CONFERENCE ON ROAD TRAFFIC DO NOT DEFINE CASES WHERE YELLOW AND WHITE MUST BE USED. IT WAS CONCLUDED THAT A DEFINITION OF CRITERIA FOR USING YELLOW AND WHITE MARKING WOULD CONTRIBUTE GREATLY TO THE IMPROVEMENT OF TRAFFIC SAFETY AND CONVENIENCE OF ROAD USERS IN INTERNATIONAL TRAFFIC.
