THE ROAD IN RELATION TO TRAFFIC REQUIREMENTS--FINLAND
TECHNICAL-ECONOMIC FACTORS, LAND USE FACTORS, AND ENVIRONMENTAL FACTORS MUST BE CONSIDERED IN CHOOSING A ROAD ALIGNMENT. IN ADDITION, TOPOGRAPHICAL CONDITIONS HAVE AN INFLUENCE, TOGETHER WITH TRAFFIC ENGINEERING FACTORS, IN THE GEOMETRIC DESIGN OF THE ROAD, PARTICULARLY IN REGARD TO SIGHT DISTANCES AND, CONSEQUENTLY, TRAFFIC SAFETY. THE PRESENT REPORT ALSO INCLUDES THE RESULTS OF A STUDY OF ROUGHNESS MEASUREMENTS CARRIED OUT ON A FINNISH MAIN HIGHWAY (6,600 KM) IN 1968. ANOTHER SECTION OF THE REPORT IS DEVOTED TO ROADSIDE FACILITIES IN FINLAND, PARTICULARLY ON MAIN SECONDARY ROADS SERVING LONG-DISTANCE TRAFFIC. IN 1968 A GENERAL PLAN WAS DRAWN UP FOR THE CONSTRUCTION OF ROADSIDE REST AND PARKING AREAS TO BE IMPLEMENTED BEFORE 1970. ABOUT 35 TO 40 PERCENT OF THE AREAS SPECIFIED ON THE PLAN HAD BEEN CONSTRUCTED BY 1970.
