INCORPORATING SOCIAL AND ENVIRONMENTAL FACTORS IN HIGHWAY PLANNING AND DESIGN
THE WORK OF THE URBAN SYSTEMS LABORATORY OF THE MASSACHUSETTS INSTITUTE OF TECHNOLOGY ON THEORIES OF TRANSPORTATION SYSTEMS ANALYSIS, DECISION-MAKING, AND DESIGN ARE REVIEWED. THE PRACTICAL RESULTS THAT HAVE FOLLOWED FROM APPLICATION OF THESE PRINCIPLES ARE SUMMARIZED: (1) FOR THE NATIONAL COOPERATIVE HIGHWAY RESEARCH PROGRAM, A PROCEDURAL GUIDE, WHICH IS BEING USED ON AN EXPERIMENTAL BASIS BY SEVERAL STATE HIGHWAY DEPARTMENTS, WAS PRODUCED; (2) FOR CALIFORNIA, CONCLUSIONS AND RECOMMENDATION WERE MADE FOR INCORPORATING COMMUNITY AND ENVIRONMENTAL FACTORS IN HIGHWAY AND TRANSPORTATION PLANNING; (3) FOR THE FEDERAL HIGHWAY ADMINISTRATION, A SET OF GUIDELINES WERE PRODUCED IN RESPONSE TO SECTION 136 (B) OF THE FEDERAL-AID HIGHWAY ACT OF 1970.
