HIGHWAYS AND THE ENVIRONMENT: NEW PROBLEMS AND NEW OPPORTUNITIES

THE STATUS OF TECHNOLOGY, LEGISLATION, AND PROGRAMS RELATING TO THE ENVIRONMENTAL IMPACTS OF HIGHWAYS AND TRAFFIC IS REVIEWED. THE MAJOR TOPICS ADDRESSED ARE CONTROL OF AIR, WATER, AND NOISE POLLUTION; THE RELATION OF HIGHWAYS TO VISUAL AESTHETICS, RECREATIONAL AND HISTORICAL LAND, AND ECOLOGY; PENDING NATIONAL LEGISLATION ON STATE LAND USE PROGRAMS; AND PROGRAMMATIC IMPLICATIONS OF SECTION 136 OF THE FEDERAL AID HIGHWAY ACT OF 1970, WHICH REQUIRES EACH STATE HIGHWAY AGENCY TO PREPARE AN ACTION PLAN TO AVOID OR MINIMIZE ADVERSE ENVIRONMENTAL, SOCIAL, AND ECONOMIC EFFECTS OF FEDERAL-AID HIGHWAYS.
