PLANNING AND COORDINATION OF MARITIME VHF MOBILE PUBLIC CORRESPONDENCE IN THE INTERNATIONAL BORDER AREA OF BRITISH COLUMBIA AND WASHINGTON

This paper outlines the approach the joint Northern Pacific Marine Radio Council and the Western Canada Telecommunications Council has taken in development of a pre-coordinated maritime VHF public correspondence frequency assignment plan for Northwestern Washington and Southwestern British Columbia. This area is subject to international frequency coordination. There is a need for local planning and coordination because of the heavy cross-border vessel traffic. The plan is based on a cell concept with seven British Columbia and seven Washington "channel regions" with a maximum total of 49 shore station channel assignments. The problem of reaching a vessel whose location is not known is also discussed. It is suggested that the best way to approach the problem in this area is to have a separate unit onboard with public correspondence channels only and equip it with a selector and channel scanning.
