THE CONVENTIONAL METHODS OF TESTING STATIC AND DYNAMIC COMPRESSION AND BENDING FOR BITUMINOUS SPECIMENS ARE FOUND NOT ADEQUATE FOR DETERMINING THE MECHANICAL STRENGTHS OF SURFACINGS IF THE DEFORMATION RATE IS NOT TAKEN INTO ACCOUNT IN THE FLEXURAL TESTS.
