ACCEPTING ASPHALTIC MATERIALS
A SUMMARY IS PRESENTED ON ASPHALT ACCEPTANCE PRACTICES. REPLIES TO THE SURVEY QUESTIONS INDICATE SEVERAL REAL PROBLEMS WHICH MUST BE DEALT WITH IF PRACTICAL QUALITY CONTROL OR ACCEPTANCE PROCEDURES ARE TO BE DEVISED. THERE IS A NEED FOR QUICK TESTS FOR QUALITY CONTROL PURPOSES, AS DISTINGUISHED FROM ACCEPTANCE TESTING. THERE IS A NEED TO CONTROL OR ELIMINATE CONTAMINATION IN BOTH THE HAULING EQUIPMENT AND IN THE CONTRACTOR'S STORAGE TANKS. PROPERLY DESIGNED TOLERANCE LIMITS KEPT TO A PROPER SAMPLING PLAN AND A STATISTICALLY BASED ACCEPTANCE PROCEDURE SHOULD BE DEVELOPED AND ADOPTED. TOLERANCE LIMITS ARE DISCUSSED. THE MOST OFTEN OBSERVED CAUSES OF ASPHALTIC MATERIALS BEING OUT OF SPECIFICATION LIMITS IS, APPARENTLY, CONTAMINATION IN HAULING VEHICLES AND DIFFERENCES ARISING FROM TESTING BY DIFFERENT LABORATORIES AND DIFFERENT PERSONNEL. ASPHALT SUPPLIERS DO NOT CONSIDER THAT THEY SHOULD ASSUME RESPONSIBILITY FOR MATERIALS NOT UNDER THEIR CONTROL. THE POSSIBLE COMPROMISE WOULD INCLUDE ADEQUATE SAMPLING AT ALL POINTS TO ASSURE PROPER ASSIGNMENT OF RESPONSIBILITY AND OFF -SPECIFICATION IF MATERIAL IS DETECTED.
