(1970 INTERIM REPT NO 3) PAVEMENT ROUGHNESS AND SERVICEABILITY
THE TEST DATA WERE COMPILED AND NORMALIZED TO PERMIT CLASSIFICATION OF THE NEW PAVEMENT CONSTRUCTED INTO A RATING SCALE FOR THAT PARTICULAR SET OF DATA. ALSO, THE CURRENT YEAR'S TEST RESULTS WERE COMPARED TO THOSE RESULTS OF THE 1968 AND 1969 PROGRAMS. THIS COMPARISON OF ROUGHNESS FACTORS, ON THE BASIS OF MILEAGE CONSTRUCTED, DOES INDICATE A TREND TOWARD IMPROVED CONSTRUCTION SINCE 1968. THE BREAKDOWN OF TEST DATA BY DISTRICT POINTS OUT THOSE AREAS IN NEED OF IMPROVEMENT. AS AN INVENTORY OF INITIAL ROUGHNESS FACTORS FOR NEW CONSTRUCTION IS COMPILED AND THEN SUPPLEMENTED WITH ADDITIONAL RESULTS OF PERIODIC RE-TESTS OF THIS CONSTRUCTION, DEVELOPMENT OF THE TREND IN ROUGHNESS WILL PERMIT THE PROJECTION OF A SERVICEABILITY CURVE FOR USE IN SERVICEABILITY PREDICTIONS. /AUTHOR/
