      <description><![CDATA[This article discusses the keys to success of a traffic control major-incident-response (MIR) team formed in 1973 that has been successful in reducing traffic jams in the Los Angeles, California, area and in increasing motorist safety on the city's 700 miles of freeways. During the nine years that the MIR program has been in operation, the team has responded to more than 1600 major incidents. This has resulted in a cumulative delay savings of 400,000 vehicle-hours.]]></description>

      <title>Linn Cove Viaduct Demonstrates Geometrical Versatility of Precast Segmental Concrete Bridges</title>

      <description><![CDATA[This article discusses the design and construction of the Linn Cove Viaduct, located near Grandfather Mountain in North Carolina. The bridge, when completed, will carry the Blue Ridge Parkway on its final link from Blowing Rock to Linville. Grandfather Mountain is privately owned and is one of the top tourist attractions in North Carolina. In order to preserve the natural beauty of the area, the environmental constraints include provisions that prevent damage to major rock outcrops or the cutting of any trees that are not directly beneath the bridge. These constraints, combined with the fact that the bridge site is literally on the side of a mountain, made it impossible to use heavy equipment for conventional bridge construction.]]></description>

      <title>Automated Track-Geometry Inspection</title>

      <description><![CDATA[This article briefly traces the history of the technological development of automated railroad track inspection. Today, operations are scheduled and overseen by the Federal Railroad Administration's (FRA's) Office of Safety in cooperation with ENSCO, the successful bidder on a four-year operations and maintenance contract, effective January 1, 1980. The automated track-geometry inspection system is described in detail. The system provides more complete and accurate indications of track-geometry conditions than could be obtained through strictly visual inspection and hand measurement. However, visual inspections are still necessary to confirm indications of the automated equipment, to determine the causes and proper correction of geometry defects, and to detect the numerous types of defects that are not directly related to geometry.]]></description>

      <title>TRB Completes Nationwide Inquiry on Transportation Data Needs</title>

      <description><![CDATA[The inquiry phase of the Transportation Research Board's (TRB's) special project on transportation data needs and flows was conducted during April-July 1980. In early April, 600 questionnaires were transmitted to selected members of the TRB constituency in state and local governments, academic institutions, consulting firms, transportation industries, and other transportation-related businesses and industries. By the end of July, 347 (or 58 percent) of the recipients had returned their responses. In addition to the questionnaires, 41 in-depth interviews were held with selected respondents, who thus had the opportunity to elaborate and extend their questionnaire responses. At the June meeting of the project Steering Committee, Chairman Alan E. Pisarski appointed subcommittees to study and report in three areas of the inquiry: (a) data needs, practices, and problems; (b) improvement of access and flows; and (c) innovations for data quality and data programs. During August and September, the subcommittees have drafted conclusions and recommendations that are based on the inquiry responses. It is expected that the draft final report will be ready for review and completion during October.]]></description>

      <title>Federal Aid to Airports: Past, Present, and Future</title>

      <description><![CDATA[This is the conclusion of an article published in the January-February 1980 issue of TRNews. The Airport and Airway Trust Fund and most of the aviation user taxes that support it are authorized only through June 30, 1980. The funding authorizations for the various programs financed from the Trust Fund will expire on September 30, 1980. Today's high rate of growth in air transportation places increasing demands on our air transportation system and requires that we take aggressive action to maintain a high level of safety and provide the necessary capacity. In anticipation of the expiration of the Trust Fund and the funding authorizations [including the Planning Grant Program (PGP) and Airport Development Aid Program (ADAP)] the administration, through a joint Office of the Secretary of Transportation and Federal Aviation Administration task force, reviewed aviation needs and alternative financing mechanisms to determine the most desirable course for the future. This article discusses those proposed legislative changes.]]></description>

      <title>African Correspondents Discuss Low-Volume Road Topics in Nairobi Conference</title>

      <description><![CDATA[One full day of the Fourth International Road Federation (IRF) African Highway Conference was devoted to papers and discussions on low-volume roads. The conference was held in Nairobi, Kenya, January 20-25, 1980; it attracted more than 1100 delegates from approximately 70 countries in all parts of the world. The delegates included many correspondents who receive the publications produced in the Transportation Research Board (TRB) project on Transportation Technology Support for Developing Countries. On the morning of January 22, 12 papers were presented on low-volume roads by authors from nine different countries. This was followed in the afternoon by a panel discussion on low-volume roads organized by TRB. At the conclusion of the discussion, plans were outlined for an Africa Regional Workshop on Low-Volume Roads that will be conducted in Freetown, Sierra Leone, September 8-12, 1980. This article includes titles and authors of the papers that were presented, names of the panelists and areas they represented, and further details on the Sierra Leone Workshop.]]></description>

The article concludes that current research studies directed toward the improvement of the neighborhood street environment confirm that the rotary concept can be an asset in restricting the use of residential streets and roads, and if this type of application becomes common, the traffic circle will then have returned to its original historic purpose - discouraging the intrusion of unwelcome visitors.]]></description>

      <title>High-Speed Jetfoil Ferry Service Tested by Washington DOT in Puget Sound</title>

      <description><![CDATA[A $7 million, 242-passenger hydrofoil boat was subjected to a trial program after its authorization by Washington's State Transportation Commission in June. The test program, which was aimed at examining the feasibility and potential of high-speed passenger-only service, was carried out by the State Ferry Service of the Washington State Department of Transportation. This article describes this trial program and gives a brief history of hydrofoil boats. The boat tested was the Jetfoil, manufactured by Boeing Marine Systems in Seattle. It is the latest in hydrofoil craft, which combine the best features of airplane and ship to give maximum passenger comfort at high speeds.]]></description>

      <title>Drilling and Filling is Key to Cheap, Quick, Bridge Repair</title>

      <description><![CDATA[This article describes a repair method developed by the Kansas Department of Transportation for repairing shear cracking in continuously reinforced concrete-deck girder bridges that were generally built between 1955 and 1965. The procedure involves sealing the girder cracks and vacuum drilling holes down to and across the fracture from the deck surface. The holes intercept the cracks at approximately 90°. Epoxy is pumped down the holes, out and into the intercepted crack and all its continuities. Rebars (no. 4 or no. 5) are then slipped into the holes to span the break by at least 0.46 m (18 in.). Each hole is then filled with epoxy. The process is quick and economical.]]></description>

      <title>BART: Expensive Flop or Commuter's Delight?</title>

      <description><![CDATA[San Francisco's Bay Area Rapid Transit System (BART) has been under intense scrutiny by transportation planners and researchers since its inception, largely because it represents a brand new concept in rapid transit and will provide input, whether favorable or unfavorable, for the many similar systems now in the construction or planning stages throughout the world. This article reviews two new publications on BART. The first, a public opinion survey, conducted in July 1976 by Drossler Research Corporation, contends that the regular riders on the system are happy with it, although it needs to be more widely publicized to attract additional riders. The second, a 40-page monograph, "The BART Experience: What have we learned?", by Melvin M. Webber, of the University of California's Institute of Transportation Studies, contends that BART's designers misjudged the implications of the area's total transportation picture, with the result that automobile traffic volumes and road congestion are still at just about pre-BART levels.]]></description>
