      <title>ROAD DESIGN WITH REGARD TO MAN'S BEHAVIOURAL DEMAND</title>

      <description><![CDATA[Safety and exploitational efficiency of a road design greatly depend upon the behavioural demands to which a designer should pay attention.  In order to achieve this, a designer should take into consideration a number of factors connected with the interaction of drivers and the geometric road design.  In this report some of the factors have been discussed.  Beginning with the description of driving in terms of components, datum-decision-action, the road data system has been discussed with regard to the interaction between the equipment for traffic regulation and the geometric design elements.  Data acquisition and processing have been evaluated and the notion of the distance of observing and decision making which contribute to the increase of safety has been explained.  Expectation as a key factor in the process of decision making has been described and also the standardization of the geometrical design, i.e. Its components have been presented together with the procedure required for design verification. Drivers' faults appearing due to the neglect of these factors and due to the influence of speed on design have been discussed. Resolutions and suggestions with regard to design, according to behavioural demands have been given.  (TRRL)]]></description>

By presenting the decrease in the number of accidents, fatalities and injuries on some local motorways the necessity for motorway construction has been pointed out.       <title>ELECTRONIC SIGNALIZATION ON MAIN ROADS</title>

      <description><![CDATA[Results of the investigation within the euro-cost 30 project (European cooperation in the field of scientific and technical research), the Yugoslav contribution and directions for further activities have been presented. The project comprises nine tasks (oral communication with drivers, visual communication with drivers, changeable traffic signs, radio transmission of traffic information, necessary information for drivers and information required for communication system evaluation, noise determination, traffic information understanding, weather forecast, control, equipment, data transmission and suggestions for project demonstration).  The best results have been achieved through the suggestion for standardization of changeable signalization, algorithm for automatic noise determination by analyzing TV shots, control conception for project demonstration, system for automatic weather forecast and through the method for evaluation of the effects of traffic control systems on main roads.  An analysis of road traffic control has been performed within the scope of these activities in Yugoslavia, resulting in a suggestion for the automatic traffic control system on the particular motorway and a digital system for data transmission has been designed, tested and installed for the same purpose. Further progress of the project envisages the realization of the project demonstration on The Hague-Rotterdam highway with investigations on automatic noise determination, use of microprocessors for motorway traffic control, changeable traffic signs and other aspects of communication with drivers.  Matters which will be treated by Yugoslav experts within the first three tasks have also been mentioned.]]></description>

      <title>EUROPEAN PROJECT ON THE USE OF ELECTRONIC EQUIPMENT FOR TRAFFIC CONTROL ON MAIN ROADS</title>

      <description><![CDATA[The report on the activities of the EURO-COST 30 Operational Committee during 1977 to 1980 has been briefly presented. Working groups have investigated 9 tasks (oral communication with drivers, visual communication with drivers, changeable traffic signs, radio transmission of traffic information, information required by drivers and information for the evaluation of the communication system, automatic or non-automatic noise determination in traffic, clear, accurate and unambiguous terminology contained in messages transmitted in different languages, automatic weather forecast, equipment intended for control centres, data transmission and giving suggestions for the international project demonstration).  Based on the investigations, a conclusion has been made which refers to the most suitable regulation system which should include changeable traffic signs, automatic determination of traffic noise and weather conditions.  Adoption of the new warning signs on roads, introduction of changeable light signals and the sequence of messages transmitted by radio have been determined. Recommendations for standardization have been reduced to a minimum.  Demonstration of the system will be held on The Hague-Rotterdam motorway.  (TRRL)]]></description>

      <title>CLEAR CONCEPT OF ROAD ENVIRONMENT IN THE FUTURE</title>

      <description><![CDATA[The main goal of the road environmental concept is to decrease the material loss and the number of injured persons and fatalities in cases when a vehicle leaves the road.  In order to achieve this in reasonable and financially acceptable terms, a free zone outside the pavement margin has been designed for safe vehicle control maintenance. This paper discusses some of the initial results of the investigations on which the concept has been based and actual tendencies have been applied.  The publication of the American Association of State Highway and Transportation Officials "Guide for Selecting, Locating and Designing Traffic Barriers" has served as an information source for the application of this concept. Some specific examples of barriers which should be eliminated in order to make the road environment safer (trees, safety posts, slope of embankment etc) have been given and a short reference list has been added.       <title>ROAD ILLUMINATION AND TRAFFIC SAFETY</title>

      <description><![CDATA[Necessary conditions for ensuring visibility, international and national standards for visibility design and the investigation of the influence of road illumination on traffic safety are discussed.  A survey of the results referring to some investigations and standards has been given.  A critical size of the structure determined by the visibility condition is 20 x 20 x 20 cm.  The relations of the speed, stopping distance and light intensity have been given.  It has been concluded that most drivers can safely drive at a visibility distance of 100 M which corresponds to the light intensity of 0.6 cd/sq M.  The decrease of traffic accidents which drops to 40% in some countries after introducing public illumination has been presented. Although according to traffic statistics the number of traffic accidents drops with better illumination, it is difficult to evaluate the rate of traffic accident decrease as a direct consequence of illumination due to the presence of some other important factors.  Careful design of the geometric illumination system eliminates the possibility of the vehicle's impact with the carrier of the light body. Giving an example from Great Britain, it has been shown how a reduction of lighting carried out because of the energy crisis resulted in an increase of accidents and the illusion of false savings.
