      <title>LIFE CYCLE COSTING OF INFRASTRUCTURE PROJECTS</title>

      <description><![CDATA[The first crucial step in developieng infrastructure project is not arranging funds but carrying out project appraisal on the basis of life cycle cost.  The lower the life cycle cost, the easier will be the financing of the project and hence the life cycle cost must be an important consideration for project preparation.  There are various factors which influence the life cycle cost.  By a judicious selection of these parameters it is possible to optimize the life cycle cost.  Life cycle cost can be arrived at in several ways.  For example, public transit system, the break even fare, covering various costs during the concession period, would be an appropriate indicator of life cycle cost.  Optimization of life cycle cost and its importance during project preparation has been attempted in this paper.]]></description>

      <title>THE EVERYDAY CAR: CONTRASTING REALITIES, SHARED DREAM</title>

      <description><![CDATA[In the cities of the South, the car remains the ideal mode in all social classes.  Nevertheless, in Sub-Saharan Africa more than in other geographical regions, its high purchase price and operating costs, makes it a mode reserved for the wealthy. Through secondary analysis of quantitative  surveys carried out amongst households of two Sahelian capitals (Bamako and Ouagadougou), socioeconomically contrasting users and distinct ways of using the car are identified.  Both dimensions help to legimate the ambiguous idea held about the car: even if it is strongly monopolized by its owner, other people (members of the family, friends or colleagues) not having a car of their own, may use it as passengers.]]></description>

This paper looks at the transport sector and its lack of public power, lack of regulations and lack of traffic management that have greatly contributed to the present situation. The paper argues that the atypical situation in Port-au-Prince should motivate responsible authorities to find simple, innovative and realistic solutions to help improve the transport sector stagnation in the rapidly gowing urban area.
